A good deal of the fans of the series are likely okay with Phantasy Star Online 2 Meseta subtitles - for talking that happens while you're fighting and thus might not have enough opportunity to look down to read - however this is an 8 year old game, so what's more important to me personally is that Phantasy Star Online 2 has enough of a following from the U.S. the next game gets a jack at or close to launch. For that to take place, full English dubs will attract a larger audience. There was a full English localization within a year of launch, but SEGA IP-blocked the customer to SE Asia! No dub, but SEGA fucked western lovers poor on that one!
To be totally honest, it was monetized worse, affirmed worse, way behind on upgrades, changed key terminology that was well established for its series, and closed down a few years back. Additionally, area locking is normal practice for SEA. Japan, too, and sometimes Korea. The sad thing is, they would have left money by actually following through with the aborted western launch, which would have allowed them to maintain the English version updated and active, but SEGA was simply too dedicated to creating the worst conclusions potential back then.
It is pretty cool that they're taking the time and tools to dub, however I like denial or confirmation of account migration. I'd be stoked to play the NA version without needing to deal with the various drawbacks of the enthusiast patch, but I got a fair amount of time and resources in that, and several of my makeup are items that have never been rerun. On the other hand it's more fun for everybody to start on an even playing field and not needing to be worried about catching up on everyone who's already played 1000 hours.
It is definitely an unfortunate part of a localized variant so late: you start fresh and you do not get the veterans that have been playing for quite a while since they do not want to shed years of progress, or you let them maintain that buy PSO2 Meseta advancement and risk alienating the new crowd. I personally would be ok with starting over, but as I mentioned I have some stuff that isn't really available anymore other than through other players (most especially my Neptunia collab outfit). The remedy for this would be to permitting players to take over items that are purely cosmetic and not levels/equipment, but that is dev time they might not be willing to install.
